Eric S. Blaylock is the Founder and Managing Partner of Strategic Human Capital Partners (SHCP), a boutique consulting firm that delivers business advisory, organizational transformation, and technology outcomes for commercial and government clients. He built the firm on a conviction shaped by two decades of transformation work: that organizations succeed or fail on how well they align their people, operating model, and technology — and that artificial intelligence is now reshaping all three at once. SHCP exists to help leaders navigate that shift, turning AI from hype into measurable human capital and workforce results.
Eric’s career spans more than two decades at the intersection of strategy, human capital, and technology, advising CEOs, CHROs, and boards through the transitions where people, process, and technology must align. Under his leadership, SHCP helps commercial, federal, and local-government clients modernize how work gets done — spanning human capital and workforce strategy, organizational effectiveness, HR technology and process modernization, and the change leadership that makes transformation stick. Increasingly, that work runs through AI: AI readiness and strategy, intelligent talent solutions, HR process automation, people analytics, and responsible AI governance.
What distinguishes Eric’s advisory is firsthand experience at the frontier of enterprise AI. Alongside his client work, he has helped design realistic simulations used to train and evaluate advanced AI agents on the kind of complex, multi-workstream consulting work executives face every day. That vantage point gives SHCP clients an unusually grounded view of where AI genuinely creates value — and where it still falls short.
Prior to founding SHCP, Eric served as Digital Enterprise Transformation Lead Business Consultant for North America at Tata Consultancy Services and delivered human capital technology solutions to some of the world’s largest financial services organizations as a senior HCM Technology Solution Executive at Microsoft. He has held senior consulting roles at Accenture, IBM, and Booz Allen Hamilton, and served as a Board Director and Governance Committee Chair at Greater Greater Washington.
A proud U.S. Air Force veteran (TACP, 25th Air Support Operations Squadron), Eric earned his undergraduate degree from the University of Tennessee, a graduate certificate in organizational leadership from Johns Hopkins University, and an executive certificate in corporate governance from The Wharton School. He lives in Washington, DC.
